This is the Chinese Character "Fu" (and yes, I know it is upside down!) let Wikipedia explain it: The character Fu meaning "good fortune" or "happiness" ... When displayed as a Chinese ideograph, Fu almost universally displayed upside-down. The reason 'why' is based on a wordplay: in nearly all varieties of Chinese: the words for "upside-down" and "to arrive" are homophonous or nearly homophonous.
