Cowboys - Bandits

Who are the cowboys and who are the bandits? At first it looks like the guys in the foreground are the cowboys, but if you look closely there is a stagecoach in the background. Bandits didn't usually ride stagecoaches so I guess our bad guys are in the foreground. But what is bad? They just need money so they can eat, live, survive on this world. Shades of gray!
