Monkey Tools

I'm not sure if this is saying house construction is so easy that a monkey could do it? Or if you have a million-billion monkeys all trying to make a house, eventually one will randomly get it right? Or maybe it is trying to disparage zoos for not providing activities for their primate guests? Who knows!
