Closet Kid

A young boy tries to decide what to wear. I'm most puzzled by the huge weird cowboy hat he has in his closet. When the heck does he use that?? (This was an official US Government [EPA] produced image officially released by the institution as part of their kid's outreach program, so it is public domain.)
