Men at a Counter - R/V REMIX

Are these men ice cream vendors along the beach? Or are they at an administrative counter waiting for their new passport or a cash refund... which isn't coming [ so while they wait they get impatient and wonder if the administrative employee isn't here as if on holiday at the beach and doesn't give a damn about the people waiting].

Often, in a long queue, our brains escape into daydreams... to pass the time and overcome our frustrations.
