Crooked men 3 and 4

Two more folks to people the Crooked Village. Those are two good guys who know their jobs and get people on the paths to better health, and who really should know better, but who probably sneeked (snook?) out the back door of the hosptical for a quick smoke. Yet there is no proof and no smoke and maybe they are just discussing (discreetly) the potential implications of the announced budget cuts in Emergency and in Accounting.
