Reconstructed the concept. Previously the pattern used were clones, clipped to the tile shapes. That resulted in a messed up outlines only display mode. This time, the pattern used is a pattern fill, converted to pattern from a clone of an object, which, got the filter applied after the object to pattern operation -this way no clipping was necessary, and the outlines only rendering mode looks as fine as it gets. However, in 0.92 pre3 there is a serious bug of patterns made from clones. Check this bug report and click on the "This bug affects you" button: https://bugs.launchpad.net/inkscape/+bug/1650998 All the fuss would be unnecessary if the filters had transformation handles just as the patterns.
