old paint pack

First time I have added in inkscape menu and tooltip attributes.

That means if you save this file to inkscape/share/filters folder or to %APPDATA%\inkscape\filters\ on win or if on linux to ~/.config/inkscape/filters/, you can access them from the dropdown filter list inside inkscape under the worn paint subfolder.
