This is a Japanese "Daruma Doll" in the past I described like this:
This is a 'Daruma Doll'. It's kind of a Japanese good luck charm. Often they are sold without their eyes drawn and the buyer fills in one eye and makes a wish. When the wish comes true the buyer fills in the other eye.
