this is a couple (or brother and sister?) doing Japanese "grave visiting/washing" that often happens during the obon season. This is based on (but modified) a public domain image sourced from publicdomainq.
My original description in 2014 describing the practice on some original clipart:
During the "Obon holidays" here in Japan, one of the things that people do is go wash the family grave. It's a ritual, with a bucket and a scoop to pour water over it.
