Kadomatsu with Greeting

The simplest way to understand kadomatsu is by thinking of it as a Japanese style Christmas tree used to bring in the New Year instead of Christmas. They usually aren't put up until after Christmas until the new year. Three bamboo poles with various decorations, often different in different areas. This one has a fan that has a declaration welcoming spring to come soon (a typical new years phrase) and all that!
